Google Cloud spend caps go GA with API, live cost reports and automatic monthly resets

Google Cloud announced general availability of spend caps on Cloud Budgets, with three major updates: a spend caps API (via Cloud Billing Budgets API) for programmatically enforcing and lifting caps across projects; live cost reports showing estimated costs within minutes so AI-service cap triggers can be root-caused immediately; and automated monthly resets so guardrails restore at the start of each month without risking resource deletion.
