Casper: NY RAISE Act most specific yet on evaluator access, still needs work

In his thread on the revised NY RAISE Act, Stephen Casper writes that this is the most specific bill to date on what third-party evaluators can access inside AI companies, but it should go further and establish a process for adjudicating disputes over what forms of access are necessary.
