Casper proposes Sarbanes-Oxley-style document preservation for AI safety in NY RAISE Act

In the final posts of his thread on the revised NY RAISE Act, Stephen Casper adds two suggestions:
- Document preservation: a Sarbanes-Oxley-style requirement that frontier developers retain, for at least 5 years and without alteration or falsification, documents on catastrophic risks, critical safety incidents (including potential ones), and compliance (screenshot of proposed text included).
- Evaluator access: the bill has the most specific language yet on what third-party evaluators can access, but still needs more specificity and a process for adjudicating access disputes.
