ASC CLI 6.0 adds asc web review iaps attach, fixing first-IAP draft attachment

Follow-up notes for App Store Connect CLI 6.0.0: the new asc web review iaps attach command attaches the current IAP version to an existing review draft; use --submission if several drafts exist, and repeated calls verify membership. This fixes first-IAP attachment but does not create or submit a review draft.
