Cheap verifier matches frontier LLM on RAG claim checks at 187x lower cost, but passes 23.2% of unsupported claims

A new arXiv paper compares Jev, a non-generative decision model that returns only a label and probability, against GPT-6 Astra on 495 human-labelled RAG claims from LLM-AggreFact.
- Statistical tie, 187x cost gap: paired accuracy difference is just -0.56 points, statistically indistinguishable.
- The tie hides error structure: the systems disagree on 15.2% of claims; Jev approves 23.2% of unsupported claims vs Astra's 14.1% — the rate that matters for a verifier's actual job.
- Cascades don't beat random: confidence-gated escalation (74.10 at $2.92/1k claims) saves no more than escalating the same share at random; the cascade costs 61x more than pure Jev for 0.83 points within noise.
Takeaway: equal accuracy conceals unequal errors — teams should measure unsupported-claim pass-through rate before picking a claim checker. Prompts, predictions, pricing and code are all released.
