Bill Gates: AI handed nation-state-level attack power to small groups, urges mandatory model review

Bill Gates warns on The Verge's Decoder podcast that AI has given small independent groups destructive capabilities once reserved for major nation-states — cyber attacks for profit, bio attacks for pure malice. He calls it stunning that there is no mandatory review of models and no serious safeguards effort.
He further proposes that powerful open-weight models capable of sophisticated cyber attacks should run only on government-certified platforms, with safeguards and monitoring kept in by law. Developers could still use and customize these models for free, but only where platforms detect and refuse attempts to strip out the safeguards.
