Bipartisan House bill directs NIST to craft standards against AI model distillation attacks

A bipartisan House bill, the AI Cyber Defense Act sponsored by Reps. Pat Harrigan (R-NC) and George Whitesides (D-CA), would direct NIST to develop voluntary industry standards and best practices to prevent distillation attacks on AI models from entities in Russia, China, Iran and North Korea. Harrigan said maintaining the US industry's six-to-12 month lead is "incredibly expensive" and that distillation attacks incentivize copying over innovation, claiming China is strategically holding back its own AI investment to steal models instead.
