Workday buys C1.ai for AI agent identity governance, while Anthropic's '6 agent hours' claim gets debunked

The author connects two signals about how fast AI agent governance is becoming a market:
- Workday acquired C1.ai, an identity governance platform handling access for both employees and AI agents — same access lifecycle, offboarding and audit trail, pitched as the identity layer for people, money and agents. A year ago nobody sold identity management for agents; now it's an acquisition.
- Anthropic's headline '6 agent hours per human hour' deserves scrutiny: agent hours count inference and tool use, human hours are estimated via headcount × 40-hour weeks rather than time records, and 80% of interactive session time is the agent sitting idle waiting for a human. It measures machine runtime, not six people's worth of finished work.
- Harder to dismiss: junior share of technical hires fell from 27% to 9% since early 2025. Anthropic calls the analysis descriptive rather than causal, but the pattern is there.
