Qwen Code repairs red CI by budgeting bare vi.waitFor timeouts for slow hosts

PR #14590 on QwenLM/qwen-code fixes two failing test-lane legs on main. The root cause: the hook-cancel fence case waited on hook dispatch via a bare vi.waitFor inheriting vitest's 1000ms default, while sibling waits use a slow-host budget (isSlowTestHost() ? 30000 : 1000) — a saturated runner can stretch dispatch past one second even when the behavior under test is correct. The PR applies the same budget to that wait and the adjacent cancelled-child case, and adds the slow-host ceiling to the renewal-loop wait in the handoff-close case, keeping its 2x margin; no assertion or ordering changes. A third recorded failure was already fixed on main by #14522 using a deterministic flushConfigInitialization().
