qwen-code widens agent approval-lease test margins to fix flaky CI failure

PR #14478 in QwenLM/qwen-code fixes a one-off flake in ManagedActionsTest.approvalLeaseRenewsWhileDeliveryIsHeldPastItsInitialDeadline (issue #14476).
- Root cause: with a 300 ms lease and 400 ms renewal interval, each renewal had only 200 ms of slack — a single scheduler or lock stall on a loaded self-hosted runner lapsed the lease irrecoverably and flipped assertions
- Fix: scale to a 2 s lease and 4 s renewal interval (clamp still picks lease/3 = 666 ms, keeping the same code path under test), and anchor the "held past initial deadline" wait to when the Harness call is entered rather than a pre-dispatch timestamp
- Scope: test-only change; the coordinator guarantee under test — lease renewals keep the claim alive so a competing replica can't steal it and delivery completes exactly once — is unchanged
