BCG report: South Korea joins top-tier "AI Pioneer" group for the first time
JungWooHa2 · x · 2026-10-20
BCG's AI Maturity Matrix 2026 evaluates 75+ economies on AI exposure and readiness (33 indicators across strategy, talent, policy, investment, research, ecosystem).
Key findings
- South Korea and Japan newly joined the top "AI Pioneers" tier alongside the US, China, UK, Singapore and Canada, expanding the leading group to 7 economies.
- Korea was credited for indigenous model development and large-scale public investment in compute and ecosystem building; Japan for AI-friendly regulation and securing major cloud investment commitments.
- BCG notes national strategies have converged; competition now hinges on execution speed, with power supply, permitting and grid access determining where AI infrastructure gets built.
- The report advises strategic choices between full-stack AI sovereignty and global cooperation, since almost no economy is self-sufficient across chips, compute, models and applications.
Korea's AI Strategy Council said the next step is converting this foundation into industrial competitiveness, preparing for AI spreading from offices to factories via humanoids and industrial automation.
