IFP's report "How to Increase America's AI Lead Over China" (same as the companion post, with the forwarded policy list here):
- A narrow antitrust safe harbor for US companies to collaborate against adversarial distillation
- New export controls restricting Chinese AI companies' remote access to overseas training clusters
- Strengthened due diligence to curb AI chip smuggling
- Updated export controls covering chips currently legal for export to China
- New controls, red-flag guidance, and targeted investigations on foreign HBM smuggling into China
The report's default settings estimate that implementing these today would roughly double the US AI lead by end of 2027.
