gemini-cli PR caps total_max_matches at 5000 to stop context-overflow via broad greps

PR #29822 in google-gemini/gemini-cli closes two gaps that let broad SearchText (grep/ripgrep) queries overflow the context window: the schema previously allowed totalmaxmatches up to any value (now hard-capped at 5000), and the context-overflow UI message was misleading — it now clearly states the request was blocked and always offers next steps (narrow the request, /compress, or a new session).
