Claude Code 2.1.300 PowerShell pre-check still fails, allow rules never apply on Windows

Claude Code issue #102430 reports that on Windows, the PowerShell tool's permission pre-check fails with pwsh exited with code 1: The command line is too long before any allow rule is matched, so every PowerShell call asks for permission even when covered.
- With permissions.blockReadsOutsideWorkingDirectories enabled, unparseable commands always prompt, making all PowerShell allow rules ineffective. Bash rules in the same project work as documented.
- Repro: Windows 11 + PowerShell 7, an allow rule like PowerShell(node C:/path/to/tool.mjs ), PreToolUse hook, and only two additionalDirectories. Every PowerShell call asked across two sessions (Claude Code 2.1.300, Opus 5.5, Manual mode).
- Not covered by the 2.1.296 fix, which addressed commands over 1 KB; these commands were well under 1 KB.
- Workaround: a deny rule for the whole PowerShell tool, using Bash allow rules instead.
