Report: China may require MOFCOM approval to host models above 2T params abroad

A circulating document suggests Chinese labs will need MOFCOM approval to open-source models above 2T parameters or 10e26 FLOPS of training compute. If enforced, labs like Moonshot and Zhipu would need approval before signing hosting deals with Nebius, Baseten, or Fireworks — deals that were becoming the main commercial incentive for Chinese labs to keep open-sourcing. The commenter argues only DeepSeek's Liang Wenfeng commits to open source irrespective of profit. GLM 5.5 and Kimi K3.1 are also rumored to drop soon.
