pplx-decider models open-sourced under Apache license on Hugging Face

The pplx-decider models are now public on Hugging Face under the Apache license in two sizes, and also available via the Perplexity API with even lower prices for the flash model.
On the private/public benchmark gap: it's a bit larger than previous models but still fine, as expected given they're in-domain where gains are naturally bigger. The gap isn't huge and same-skills results aren't weaker than D3, suggesting it's more than just overfitting.
