Analyst parses China's AI export control list: unpublished top-tier models now need export licenses
mattsheehan88 · x · 2026-10-17
Martin Chorzempa read the full Q&A and control list of China's new AI export controls (Chinese original side-by-side with Claude translation): any Chinese model not yet released that ranks top-10 globally in use, general performance, task performance, safety or training efficiency now requires an export license — including releasing open weights. Already open-weighted models are excluded. A separate cyber-focused criteria could capture models at or above GLM-5.3. The regime is in effect but not final and may change substantially. Nathan Lambert notes most commenters are parsing partial translations without reading the source.
