Elie Bakouch: China's model license proposal is pro-oss, not the end of Chinese open source

Elie Bakouch (BAAI) pushes back on claims that China's proposed model licensing requirement spells "the end of Chinese open source": the proposal covers both closed and open models, open models get licensed almost automatically, it's not yet in effect, and he sees it more as an incentive for open source than a blow against it.
