China proposes export controls on advanced AI models, tighter scrutiny for high-risk open weights

China's ministries of commerce and science & tech proposed adding advanced AI technologies to the export-control list, potentially restricting overseas transfers of AI models and chips. Policy researcher Kristy Loke argues this doesn't end China's honeymoon with open-weight AI — open model releases at home and abroad remain welcomed.
The real signal: China is building a more robust AI risk-management regime (discussed in this year's Five Year Plan and by leadership at the World of AI Conference) and singling out high-risk open models for capability/risk-based scrutiny. Filing regimes or prohibitions may be considered, but enforcement would be narrow, affecting only a small number of products and services.
