Dev reports account ban on all Gemini models via OpenRouter with 403 ToS violation

Developer vooooogel reports that every Gemini model accessed through OpenRouter returns a 403 "prohibited due to a violation of provider Terms Of Service" error — effectively an account ban. He says he only used Gemini 3.8 Flash as a judge model, without BYOK. The incident raises questions about how Google polices usage via third-party inference platforms.
