GitHub Copilot CLI 1.0.99 adds share menu, eases sandbox networking rules

- New: /share without arguments opens a full-screen menu for sharing the current session.
- Sandbox: /sandbox can stay session-scoped; sandbox allows localhost/private-network access by default; build/package caches writable with developer tool access.
- Plugins: Trusted repo plugins auto-install/update before chat; built-in browser plugin renamed browser-use with preferences preserved.
- Permissions: Nested PowerShell and bash -c commands with only safe expansions go straight to the permission judge, cutting manual approvals.
- Fixes: Mode badges stay visible during startup; Windows Git startup failures recover; skill allowed-tools no longer splits commas in args; path-specific .github/instructions files auto-apply; MCP dashboard stays interactive; phantom unattributed spend removed from usage reports.
