Developer davidfromkansas ported SimCity 2000 and built a gaming harness that gives Claude and OpenAI models tools for memory, planning, and reflection so they can learn to grow successful cities. So far Claude has built a city of 28,000 residents.
The harness pattern — dropping LLM agents into a long-horizon game with memory and reflection tools — is a fun testbed for autonomous planning.
