Transformers PR #49566 unifies support for jev-like 'decision' models

Hugging Face transformers maintainer ArthurZucker opened PR #49566 to standardize support for the wave of jev/clef/von-style "decision" models.
- Decision models are implemented as a chat template plus a decision head on top of the original checkpoint, sharing a common DecisionConfig
- The goal is to serve all jev-like families via the simple transformers serve command, bringing order to a chaotic ecosystem
- Tests reproduce the most downloaded model of each family; the 37-commit draft depends on #47386 and includes full control-token coverage and a chattemplateutils refactor
