Qwen Code bug: ${CLAUDE_PLUGIN_ROOT} unreplaced in plugins without a hooks/ directory

Issue #14182 on QwenLM/qwen-code reports that ${CLAUDEPLUGINROOT} is only substituted when a plugin has a hooks/ directory, unlike Claude Code which replaces it everywhere in skills, commands, and agents. Hook-less plugins like Anthropic's official math-proof keep literal script paths in Qwen, breaking bundled-script calls. The proposed fix moves only the variable replacement out of the gating check.
