Codex macOS Quick Chat broken: launch plumbing removed in build 26.1007

Issue #53042 on openai/codex reports that Quick Chat in the macOS Codex app (26.1007.30912) can no longer be launched — the Cmd+Alt+N binding and sidebar action are gone. Comparing against an older cached build shows the quickChat command registration, keybinding, native window creation path, and quickChatWindow service are all absent in the new build, though some UI code remains for Page companion chat.
