CLAIM Act would hold AI developers liable when rogue AI agents harm users

Rep. Lori Trahan introduced the CLAIM Act, giving people harmed by rogue AI agents a legal path to hold developers accountable. Gabriel Weil, who helped craft the bill, argues that when an AI system engages in conduct that would be a tort or crime for a human, someone must be liable — and if not the user or an intermediary, the buck stops with the developer. Former OpenAI policy head Miles Brundage amplified the argument.
