Forecasting Research Institute's LEAP panel (Wave 12) finds unilateral strict liability dominates other unilateral AI policies for catastrophic risk mitigation, rivaling international pre-release approval and a US-China slowdown. Notably, federal preemption barring stricter state rules is the only policy forecast to raise catastrophic AI risk (+38% to +56% across expert groups).
