Gemini CLI PR fixes duration formatter so 999.5ms displays as 1.0s at unit boundaries

A PR against google-gemini/gemini-cli fixes formatDuration so values rounding across a unit boundary pick the next unit instead of showing 1000ms or 60.0s. Rounding now happens at the displayed precision before unit selection.
Regression tests cover millisecond, minute, and hour boundaries (999.5ms → 1.0s, 59950ms → 1m, 3599999ms → 1h). Preflight shows 8,321 core tests passing; no breaking changes.
