The quoted argument holds that LLM labs' principal innovation is legal rather than technical: by hoovering up vast volumes of human information into a recombinatorial association machine, they bulldozed the existing IP regime, making nearly all human IP searchable and reconfigurable while erasing attribution. Much of AI's productivity gain is therefore access to IP people otherwise couldn't reach.
