Codex Windows CUA launcher crashes with HRESULT 0x80070003 after shell recovery

Issue #52407 in openai/codex reports a Windows desktop (26.1002.x, Codex core 0.162.0-alpha.2) Computer Use failure:
- Environment: Windows 11 25H2 build 26200.9457, windows.sandbox = "elevated", with features.prefermxc = true;
- In the affected session, a direct read-only shell command succeeds (exit 0), but the first CUA call await cua.getState(); fails immediately — the MXC launcher errors with "cannot locate required Windows platform directory: HRESULT 0x80070003" and the noderepl kernel exits (code=1);
- The reporter notes it's session-specific, not universal on Windows; expected behavior is proper CUA init or a clear missing-directory error, not treating shell success as proof of native UI control.
