asc CLI stops silently ignoring misplaced flags and now lists which subcommands accept them

rudrank highlighted another asc (App Store Connect CLI) fix: flags mistakenly placed before the subcommand were previously silently ignored. Now asc builds --app APPID list fails with "unknown flag --app for asc builds" and lists which subcommands accept --app, telling you to put flags after the subcommand.
