Researchers propose a "hardwired pause": swap training-capable AI chips for inference-only ones

A research group has outlined a governance plan called a "hardwired pause" designed to last at least a decade, built on two core features:
- Prohibit frontier training while allowing inference, enforced at the hardware level rather than by policy alone
- Stop manufacturing training-capable AI chips and gradually replace existing stock with inference-only chips, which by construction cannot meaningfully be used to train frontier models even if stolen or seized
During the transition, training-capable chips would still serve inference workloads under verification measures preventing frontier training. The authors argue that if successful, states could capture the economic benefits of diffusing AI inference without continuing an AI race — a notable proposal for hardware-level AI governance.
