GitHub Copilot CLI v1.0.96 adds permission decision provenance and faster repo sessions

github/copilot-cli v1.0.96-0 ships:
- Interactive sessions in git repos reach the input prompt sooner
- Timeline now shows whether each permission decision came from you, Assisted Permissions, policy, or unattended fallback
Fixes: /add-dir sandbox access for added directories, /user list auth source display, retry progress after transient model failures, and a spurious auth warning with account-owned catalogs.
