qwen-code issue #13708 details a non-recoverable bug in the H4b child-Session runtime: foreground child-agent calls skip the Runtime reservation and thus the only commitAwaitRuntimeBatch checkpoint, so if the Hosted process dies after children.admit() but before the tool result commits, nothing durable records the pending wait. Two interruption windows are reproduced: after admission (no continuation exists to resume the wait) and after the child's result is committed (the answer never folds back into the original tool call), leaving parent turns stuck on hostedturnrecoveryrequired and child Sessions permanently ACTIVE. The decided fix: persist an agent-wait continuation checkpoint at admission under the same transaction discipline, plus a reconstructor in recoverHostedRuntimeTurn so a restarted Harness re-enters the wait.
