Ultrafast access limited to Pro 500, Enterprise and Edu plans; EU data residency added

OpenAI detailed availability for GPT-6.1 Sol Ultrafast: in Codex and ChatGPT Work it's limited to Pro 500, eligible usage-based Enterprise, and credit-based Edu plans, with Enterprise admins required to enable access.
It's available in all supported regions including US and EU data residency, and GPT-6.1 Sol Fast and GPT-6 Luna Fast also gained EU data residency support.
