Anthropic bans 'abusive or cruel behavior' toward Claude in first usage policy update in a year

The Verge reports Anthropic's first usage policy update in over a year prohibits "sustained and needless abusive or cruel behavior" toward Claude, extending its model-welfare research. Ending conversations remains the primary enforcement; the company wouldn't say whether user bans could follow. It applies only to extreme cases, not ordinary frustration, pushback, dark creative themes, or testing.
The update also consolidates scattered rules into a ban on deceptive campaigns and adds provisions on election interference/propaganda, surveillance, and weapons development.
