Anthropic bans sustained abusive behavior toward Claude in first policy update in a year

The Verge reports that Anthropic has updated its usage policy for the first time in over a year to cover new high-risk misuse cases, including election interference, weapons development, surveillance, and health and financial uses. One of the most significant changes prohibits "sustained and needless abusive or cruel behavior" toward Claude. Last August, Anthropic said Claude could end conversations with persistently abusive users as part of its model welfare research; the update keeps conversation termination as the primary enforcement mechanism.
