ICLR 2027 asks ACs to catch reviewer conflicts they have no way to see

An ICLR Area Chair is questioning the ICLR 2027 reviewing process: authors are told to request reassignment if a reviewer has a conflict or becomes unavailable. But he points out that if the reviewer doesn't disclose unavailability and the conflict isn't visible to the AC, there is no practical way to identify such cases — raising questions about oversight in academic peer review assignment.
