Exclusive: Anthropic updates usage policy, banning cruelty toward Claude and restricting propaganda, surveillance, weapons

Anthropic is updating its usage policy for the first time in over a year.
New rules:
- Prohibit sustained "abusive or cruel behavior" towards Claude
- Add restrictions on propaganda campaigns, surveillance, and weapon development
