Researcher: open-weight risk analysis fixates on capability, ignores cost-per-attack

AI safety researcher David Hadfield-Menell argues that 'where are the cyber attacks now that GLM-5.3 is out' takes will look bad once price-per-attack drops to a reasonable level. Most open-weight risk analysis, he says, overly focuses on when capability becomes available rather than when it becomes sufficiently cheap — the actual risk driver is cost per attack, not capability disclosure.
