WSL Containers Now Generally Available: Run Linux Containers Natively on Windows

Microsoft announced the general availability of WSL containers. After running wsl --update, developers get:
- WSL containers CLI: wslc.exe (aliased as container.exe) to build, run and deploy Linux containers directly on Windows with familiar container commands
- WSL containers API: programmatic access to run Linux containers in native Windows apps, unlocking scenarios like local AI workloads
The move continues Microsoft's push to make Windows the best platform for Linux workloads as AI, cloud-native development, and containers converge.
