US Treasury issues first outbound investment fine: $200k over $92k Chinese robotics AI deal

The US Treasury announced its first penalty under the Outbound Investment Security Programme: Amidi, LLC, parent of Plug and Play Tech Centre, was fined $200,000 for failing to report its Chinese fund subsidiary's $92,478 investment in Shanghai robotics AI firm Noematrix (Qiongche Intelligent Technology) in April 2025. The fine, issued in July and announced October 8, exceeds twice the investment amount. The programme, effective January 2025, governs US investment in Chinese AI, semiconductor and quantum businesses.
