Microsoft ships Windows hybrid intelligence: MXC agent sandbox GA, HydraFusion local-cloud models

Microsoft announced new Windows platform capabilities and Surface devices for its "hybrid intelligence" era. Highlights:
- MXC is GA: Microsoft Execution Containers now generally available on Windows 11, keeping agents inside OS-enforced sandbox boundaries.
- HydraFusion: models run locally and seamlessly reach for the cloud when more scale or capability is needed; Microsoft is working with GitHub to extend HydraFusion to Windows.
