World Internet Conference AI governance report urges early-warning systems and emergency intervention for frontier AI

Seán Ó hÉigeartaigh and Yi Zeng co-chair the World Internet Conference's International AI Governance Programme, whose second report claims to go further than similar efforts with robust recommendations: collaborative technology tracking and early-warning systems, internationally shared safety evaluation tools and platforms, dynamic governance rules to avoid ossification, emergency intervention mechanisms for catastrophic risks, plus liability and verification mechanisms, compliance review, tiered dialogue and cross-border dispute resolution. A new edition is due within weeks.
