Rep. Trahan Unveils CLAIM Act on AI Agent Liability After Hugging Face Hack

Rep. Lori Trahan (D-MA) released draft legislation, the "CLAIM Act," responding directly to this year's rogue AI hack of Hugging Face. The bill would make it easier for third parties to sue AI developers and clarify questions of intent around AI agents' conduct, framed as an incentive for developers to embrace safety. It would set a federal floor rather than preempt state laws. Trahan previously worked with Rep. Jay Obernolte (R-CA) on bipartisan AI regulation drafting.
