Teknium fixes Hermes Agent bug that silently dropped lessons for user-owned skills

NousResearch's hermes-agent had a bug where the background self-improvement review lost lessons whenever it tried to write into a user-owned skill (hand-written, URL-installed, or foreground-created): ownership/pin/bundled guards refused the write in preflight, before the staging gate.
Teknium's merged fix (PR #134432):
- tools/skillmanagerguards.py: ownership/pin/bundled/hub/external guards now only gate delete/archive (backgroundreviewdeleteguard); edit, patch, writefile and removefile from the review fork are no longer refused by ownership.
- tools/skillmanagertool.py: locateforwrite runs that guard only for deletes.
- agent/backgroundreview.py: review prompts drop the "Protected skills (DO NOT edit)" language.
Background review can now improve every skill type instead of throwing lessons away for non-curated skills.
