Brave Nightly adds auto-container site opening and privacy settings tuning

Two new features landed in Brave Nightly:
- A traffic-control flag (brave://flags/#traffic-control) that lets sites automatically open in a specified container for per-site isolation.
- An experimental privacy settings tuning feature: Brave automatically adjusts website settings to be privacy-respectful, such as opting users out of third-party advertising and model training.
Both are experimental and available for testing in Nightly builds.
