Burn 0.22 makes Rust ML model rebuilds 6-15x faster by dropping backend generics

The Rust deep learning framework Burn released v0.22, its biggest release yet and a step toward 1.0. Models no longer carry a backend generic, making rebuilds after model edits 6x-15x faster. The team reworked the framework to work with Rust's incremental compilation rather than against it, greatly improving dev iteration.
