SGLang lands layer_boundary for cross-model reuse of TP/DP/CP semantics

SGLang has landed layerboundary, a shared stage boundary that encapsulates TP/DP/CP communication, residual handling, token movement, and normalization semantics. Features like Attention DP × TP × CP can now be integrated once at the boundary level and reused across many model architectures, eliminating per-model plumbing.
