uv can now install from a lockfile alone, keeping Docker layer caches intact

The latest uv release lets you install from a uv lockfile without a pyproject.toml. This is designed for efficient layer caching: changes to pyproject.toml no longer invalidate dependency layers. Exporting from the lockfile works similarly.
